Sparks have been flying ever since Najat Vallaud-Belkacem, the women's rights minister, announced her intention to pass a law to penalise the clients, along with concerted drive to fight violence against women. Taking its cue from Sweden, which passed similar legislation in 1999, the law will impose a €1,500 (ﾂ｣1,253) fine on those paying for sex, and double the penalty if they repeat the offence. At the same stroke, the law will seek to "decriminalise the prostitute" by annulling a "passive soliciting" offence introduced by a previous conservative administration.
